BT-350

My BT350 remote will not program with my Insignia Fire TV remote. I hold down the tv and source button on my Bt350 remote and get the solid red light. I push the volume up button on my BT350 and get the blinking red light. I point the two remotes together within 1" or less between them. I hold down on the volume up button on my Fire TV remote but never receive a solid red light on the BT350 to indicate it was programed. Am I doing something wrong?

Holding down the blue button as the manual says doesn’t do anything to turn the backlight on. What’s the secret?
